Mr. Spector concentrates his practice in the areas of land use, municipal and transportation law, with an emphasis on counseling public authorities and developers in connection with project development, including public-private partnerships. Mr. Spector also has a broad range of experience in public finance, having served as bond counsel, disclosure counsel and underwriter's counsel in a number of tax-exempt and taxable transactions. In addition to his project development and public finance experience, Mr. Spector has experience drafting legislation, counseling clients on airport matters, and providing strategic advice to governmental and quasi-governmental authorities and nonprofit corporations on a variety of issues. Mr. Spector also appears regularly before the Colorado Public Utilities Commission representing development interests, renewable energy companies and conservation groups in a variety of dockets.

Mr. Spector’s diverse work focuses on projects or clients facing public policy challenges and opportunities. His most recent experience includes advising:

  • A local 501(c)(3) property owner on funding sustainable energy efficiency improvements to its LEED certified property through a tax-exempt financing structure;
  • A regional transit agency on matters relating to the procurement of a major commuter rail project through an innovative public-private partnership approach;
  • A California municipality on land use and airport matters concerning the long term redevelopment of a commercial service airport and the surrounding area;
  • A Western Slope governmental entity on legal and policy matters relating to existing and potential trans-basin water diversions;
  • A local business improvement district in various contract negotiations and regarding its recent bond-financed infrastructure improvement projects; and
  • A nonprofit owner of a 1,100 room convention center hotel on operations, contract and governance matters.
