Legal Research Digest 17, November 2012

On December 26, 2012, the Transportation Research Board published ACRP Legal Research Digest 17: State and Federal Regulations that May Affect Initiatives to Reduce Airports ’ GHG Emissions, prepared by the firm. The Digest provides an introduction to legal issues that are relevant to implementing GHG mitigation measures at airports. Specifically, it describes the various sources of GHG emissions that are generated from airport-related activities; it summarizes the federal, state, and local laws that are most likely to be implicated in the implementation of GHG mitigation measures; and it explains how these laws may apply to specific measures. Airport Case Law Digest, March 2012

On March 26, 2012, the Transportation Research Board published Legal Research Digest 13: An Index and Digest of Decisions: Compilation of Airport Law Resources. The digest contains summaries and links to more than 400 federal court cases on the subject of airport law. The cases are organized by keywords, airports, and courts to help users find relevant court opinions without having to rely on fee- or subscription-based services. Legal Research Digest 11, February 2011

On March 16, 2011, the Transportation Research Board published Legal Research Digest 11, Survey of Minimum Standards: Commercial Aeronautical Activities at Airports, prepared by Kaplan Kirsch & Rockwell and Aviation Management Consulting Group. LRD 11 describes the principal legal requirements for airport minimum standards, presents the results of a survey and interviews on the topic, and provides a compendium of comparative minimum standards for the commercial aeronautical activities that commonly occur on airports. The Digest should be useful to airport lawyers and airport managers and others involved in developing and implementing airport minimum standards. Legal Research Digest 7, August 2009

On September 28, 2009, the Transportation Research Board published Legal Research Digest 7, Airport Governance and Ownership, prepared by firm partners Dan Reimer and John Putnam. The Digest contains a comprehensive review and analysis of the public entities that own and operate airports in the U.S., the legal constraints and issues in airport governance, and the extent to which different ownership and governance structures help airports achieve their performance objectives. Discussion Paper: FAA Proposals for Safety
Management Systems, March 2011

The FAA proposed, in late 2010, to require that each commercial airport to develop its own Safety Management System (SMS) and to coordinate their SMS with similar requirements that have been, or will soon be, imposed on other elements of the aviation community. Kaplan Kirsch & Rockwell prepared a discussion paper for our clients and friends that discusses the practical effect of the FAA's proposal and raises administrative, operational and legal issues that airports should consider in deciding how to prepare their SMS plans. Legal Research Digest 1, January 2008

On February 5, 2008, the Transportation Research Board released its first Legal Research Digest under the Airport Cooperative Research Program. Kaplan Kirsch's Dan Reimer prepared the Compilation of Airport Law Resources, which includes over 500 sources, cases and documents relating to airport law.
